Abstract

The so-called ‘mobility market’, in which users pay a proce for the use of infrastructure, is not a reality yet depsite vigorous efforts. Why dit all Dutch attempts to improve transport charging fail so far ? This paper treats this question from a number of perspectieves: a traffic management perspectieve, an economic perspectieve (use of revenues), an international (EU) perspective, and a communication perspectieve.
