Abstract

Value pricing is a way of harnessing the power of the marketplace to reduce traffic congestion and improve the environment. These pricing strategies also provide an innovative means of financing improvements to highway facilities or adding transportation options such as bus rapid transit. This article provides an overview of various highway-oriented value pricing strategies including high-occupancy toll lanes, variable tolls, usage-based vehicle charges, and regional pricing initiatives.
