VicRoads and the City of Melbourne are undertaking the detailed investigation of pedestrian casualty accidents in the Central Activity District (CAD) of the municipality. t is intended that this information will be used to identify those factors - behavioural and environmental - that may have contributed to either the occurrence or severity of pedestrian accidents. Identification of these accident-contributing factors will enable the development of pedestrian safety initiatives. It is envisaged that the safety proposals that will form the Pedestrian Safety Action Plan for the City of Melbourne will comprise engineering, education and enforcement initiatives for the short to long term. VicRoads also propose to use the development and implementation of this project as a model for other areas of high pedestrian activity in Victoria. This paper presents the characteristics of pedestrian casualty accidents in the CAD. A key finding of the accident analysis was the high involvement of trams in pedestrian accidents (18 per cent). Trams, together with other forms of public transport such as taxis and buses, are involved in a substantial proportion (27 per cent) of the total number of pedestrian casualty accidents in the CAD.
