Abstract

The Pedestrian Crossing Control Manual is primarily intended to augment the Manual of Uniform Traffic Control Devices for Canada (MUTCDC) by offering guidelines and warrants for implementing the standards need applications contained in the MUTCDC. The document presents a hierarchical system of signing, marking and signal control which has been developed to provide a guide for matching crossing systems with conditions found at specific locations. Application guidelines and installation descriptions are presented for the use of side-mounted signs, overhead signs, special crosswalks, pedestrian signals and pedestrian overpasses. A warrant model, providing a basis for making rational, defensible decisions regarding the installation of pedestrian traffic control devices, is described. The model defines crossing opportunity and pedestrian volume threshold levels for installation of appropriate traffic control devices. The document also discusses three popular school crossing programs: safe route to school, school patrol and adult crossing guard. The information for each program includes program development, operation, monitoring and evaluation. Although intended for use by various levels of design, traffic and maintenance engineering personnel, the Pedestrian Crossing Control Manual may also prove of value to consulting engineers, educators and students.
