Performance-based evaluation of sustainable transportation improvements in downtown Winnipeg.

Abstract

In the past thirty years, the City of Winnipeg has implemented several mobility improvement projects to balance the various transportation modes in the city centre. The projects include an exclusive transit mall, an extensive indoor walkway system, transit priority treatment, capacity restrictions on a major arterial route, and an on-road and off-road cycling system incorporating a river pathway. These projects were intended to increase transit ridership and active transportation usage. The objectives of this paper are to assess the outcomes of these improvements and to give insight into the likely success of future transportation plans and projects, such as additions to the cycling network and a modal diversification to a major downtown bridge. Given that evaluation is essential to determine whether project repetition is warranted, this paper will address the topic by analysing planning documents. Interviews will be conducted with city experts in transit; planning, transportation, and in the field of active transportation. Ridership changes, opportunities for walking and cycling and the effects of decentralized services will be tracked. Conclusions will review the outcomes of these projects by defining measures that were used and those social indicators that were neglected. Lessons learned from this research will assist transportation officials in creating balanced downtown transportation improvements.
