Performance based standards: a catalyst for partnerships.

Abstract

The road freight task is forecast to double in the next 15 years. The key challenge for policy analysts and regulators will be to balance the road transport industry's need for improved productivity, with growing community expectations of safer and quieter roads that are not unduly damaged by heavy vehicles. The Performance-Based Standards project is a pioneering approach to regulating road transport based on how heavy trucks perform, how they are operated or driven, and the characteristics of the road network. PBS requires a major paradigm shift for many stakeholders. This paper uses the familiar SWOT analysis framework to explore the partnership options that exist in the development and implementation of the project. Strengths, weaknesses, opportunities and threats are in turn explored to paint a clear picture of the potential of this innovative and exciting project. (a).
