Abstract

This paper outlines the decision processes and lessons learnt by the National Transport Commission (NTC) when developing Performance Based Standards (PBS) networks across multiple sovereign entities. It explores issues in the development of a national network map for heavy vehicles under the PBS scheme. The mapping process aimed to establish an expandable nationally accessible road network database map for PBS heavy vehicles as a central repository of route/road information linked to infrastructure assets. The paper examines how the initial route assessment parameters were selected and agreed by jurisdictions, how the guidelines were applied as a tool, how policy issues were addressed and the legal impediments encountered specifying a PBS heavy vehicle road network. A discussion of the key learnings acquired through the development of the maps is provided addressing: consultation processes, knowledge of jurisdictional regulatory systems, process to obtain agreement and establishing stakeholder commitment to the guidelines and processes to set realistic time frames. Stronger partnerships with jurisdictions on trial projects of national reform are offered as a recommendation for future success in achieving national consistency in practice.
