Abstract
Interview with Robert Carter, acting associate administrator for motor vehicle standards of the National Highway Transportation Safety Administration, on the changes in the rule-making procedure, as well as the normal rule changes. The program plan book that describes the future goals of the NHTSA standards office is described and future safety requirements are discussed.
