Abstract

The judgement of acceptability of risk involves a consideration of its perceived costs and benefits in the light of feasible alternatives, by the person exposed to it. Imposed risks may therefore be "accepted" in practice while being unfair or even intolerable to those enduring them. The manner in which risks are imposed shows deep social inequalities: excessive risks tend to be concentrated in the homes, communities and workplaces of manual workers and their families.
