Abstract

In 1996, the Dutch Ministry of Transport, Public Works and Water Management launched an innovation programme called "Roads to the Future". Consultations with users and a design process involving experts exchanging views at six regional meetings have produced three perspectives. The need to create guarantees for the future and the identification of nine problems, all of which should be placed on the agenda for a future infrastructure policy, are fuelling the debate. (A)
