Abstract

The Minister of Transport, Public Works and Water Management asked the Council to outline its vision of a ‘‘mobility market’’. In responding to this request, the Council felt it appropriate to take a somewhat wider view. Thus, this report is intended to provide a basis for improving both mobility and accessibility. It sets out proposals for creating a better balance between mobility supply and demand. To this end, it addresses the following central question: To what extent is a ‘‘mobility market’’ possible and how can orientation towards demand for transport be achieved? Following the rejection of the National Transport Plan (NVVP) by parliament in 2002, the Council also hopes through this report to contribute to the debate concerning the form that the revised NVVP should take.
