Pilot-study of management system for tracking by satellite of vehicles transporting hazardous goods.

Abstract

ITS can present important advantages for enterprises and public authorities, which assume : - on one hand, the enforcement of dangerous goods transportation legal aspects : ADR-RID-ADNR agreements; - on the other hand, responsibilities for the management of alarms in case of incidents and the organization of assistance. In that way, a study on dangerous goods monitoring by satellite resulted in a list of the different stakeholders (local authorities, motorways concessionaires, carriers), an identification of theirneeds and the presentation of a prototype tool. An experiment was launched in the South-West of France using a prototype conceived for a satellitetracking and tracing system (road and riverway). Indeed satellite applications are used by the Technical-Study Centre - South-West of France (CETE Sud-Ouest), for GPS-type of positioning and satellite-based data transmission devices: GPRS or Satellite with roaming issues and a comparative analysis. Vehicles are tracked on a digital map that can be accessed by all partners through the internet. In 2005-6 more heavy goods vehicles of new partners in France and Spain (under the Euro-regional Tempo-Arts project) andships were tested and functionalities added.
