Abstract

This report describes a preliminary study into a pilot project in the Arnhem-Nijmegen transport region. The process producing a 'sustainably safe road network' in the region has only been followed in outline. The preliminary study was intended only to identify points which might cause problems in the main study. Draft design requirements for a 'sustainably safe road network' were drawn up at the start of the preliminary study. These were not intended specifically for the pilot project itself, but were of a more general nature. The report also describes the information needed in order to design and to create a 'sustainably safe road network' in a region. The report explains the development of the 2010 target for road functions in a 'sustainably safe road network', and the ultimate design. This is followed by a description of the differences between the 2010 target and the present situation. In both cases, the target is also compared with existing future plans. The changes in road design that would cause the target situation are considered for two small areas of the region. Estimates of the favourable impact of the changes on road safety are explained. These favourable effects are offset mainly by the costs of the infrastructural measures required.
