Planning and financing for new light rail transit LRT systems.

Abstract

This paper describes the projects, proposed for investments in public transport and major traffic routes in Stockholm, covered by an Agreement signed in January 1991 and supplemented by Swedish political parties in September 1992. The projects are: (1) a more rapid modernisation of the underground railway; (2) increasing the capacity of the region's railway network; (3) constructing a rapid transit tram line around the city centre; (4) provision of a trunk public transport network for the inner city; (5) constructing additional sections of the ring road round Stockholm; (6) addition of an outer city transverse route; (7) various improvements in the street environment, when car traffic in the inner city can be reduced; and (8) provision of park-and-ride facilities. The paper then outlines the agreed new system for financing these infrastructure developments. Finally, it describes the three stages of the planned new light rail transit system, and the following aspects of the system: (1) purpose; (2) track standard; (3) stops; (4) car standard; (5) adaptation to townscape; and (6) planning regulations and building permits.
