Abstract

Effects on regional vehicle miles of travel on various levels of bus-system improvements, car-pooling incentives, and economic disincentives are discussed. A priority programming for transport investment is formulated as a valuable extension of current methods on cost benefit analysis. The calculation procedure for the key benefits user time and vehicle operating cost is presented.
