Abstract

On July 21, 2000, the Federal Communications Commission (FCC) designated 511 to enable travelers anywhere in the United States to access real-time traffic and transit information and other types of location-based travel assistance via telephone. The United States Department of Transportation (U.S. DOT) and ITS America had petitioned the FCC to designate a N11 number for nationwide traveler information telephone access. In its ruling, the FCC designated state and local government transportation agencies as "owners" of the 511 designation. The nationally available number for traveler information is seen as a major victory for intelligent transportation systems and consumers in general. In the future, this service may become how consumers most identify with ITS. This paper is intended to describe a plan for the successful deployment of a national 511 traveler information access system in the United States.
