Abstract
The purpose of this booklet is to encourage informed discussion between members of the community - those who plan and design our urban facilities and those in the decision arena, particularly at the local government level, who adjudicate between alternatives. No attempt has been made to jointly cater for professionals working in this field by providing detailed technical information.
