Abstract

This paper provides background information on the $2.2 billion Ten Year Pacific Highway Upgrading Program and details the extent of the planning that has been undertaken to ensure value for money and to deliver the program in accordance with Government and community expectations. Effective program planning requires an understanding of the relationship of new road infrastructure with planning and land use. In addition, a long term strategy for development of the whole highway to dual carriageway standard is needed before the most effective ten year program can be established. Several key strategies (Preferred Program, Resource Availability, Flood Immunity, Maintenance Investment, Road Design Standards and Commercial Retail Policy) are necessary to direct the unfolding of the program. An appropriate focus is also required on road users. Strategies are necessary to minimise the delay as a result of construction and maintenance activities and appropriate stopping areas need to be provided as the highway is developed. Appropriate monitoring of the impacts and benefits of the program is essential. (A)
