Abstract

Joint planning of spatial (town planning) programmes is just as essential for new urban networks as close co-operation is for market partners investing in urban networks. The Randstad Holland, also known as the Delta metropolis ('Deltametropool'), will have to invest in accessibility requiring an essential offensive urban and infrastructural approach. Both, investments in infrastructure and urbanisation require judgement on those factors that are playing an important role in valuing locations, accessibility and market trends. Accessibility and size of the urban development are influencing the level of investments in real estate most pronounced at urban developments around traffic nodes. Enhanced location value increased by its accessibility, centrality and market value can be used for co-financing the infrastructure. Co-financing this infrastructure by location value will, like toll tax, create new opportunities for infrastructural problems. The measure whereby location development lays claim to the infrastructure can be clarified/explained by traffic models. Together with location modelling which provides insight into programme, density and other benefits, traffic modelling can, in its early stage, provide an additional impulse to all parties involved, namely government, consumer and private developer, resulting in improved cost benefits and cost sharing.
