Abstract

Traditionally public authorities have been heavily involved in the ownership and operational management of transport networks. The involvement was often based on sound economic reasons, such as the public goods character of road infrastructure. This paper advocates the reorganization of ownership and management of transport infrastructure into a framework similar to the framework in which the Dutch energy utilities operate.
