Abstract

In 2005, the Bureau Verkeershandhaving Openbaar Ministerie (BVOM, Bureau of Traffic Enforcement of the Public Prosecution Service) in the Netherlands signed a framework contract for the replacement of analogue spot enforcement cameras with new digital systems. The contract for 500 fixed cameras and 100 mobile cameras will be split between three companies: CSC Computer Sciences, Peek and Robot. The switch to digital systems was made for performance and cost benefits. Trials of digital spot enforcement systems took place on the A2 motorway near Utrecht to test the proposed systems to their limits. System security, user friendliness, picture quality at night, and back office integration were also assessed. The reasons for selecting three suppliers are outlined. All three suppliers had to make significant adaptations to meet the BVOM'S requirements for interoperability and networking. The project timetable is outlined.
