Abstract

This manual, written for the smaller U.S. police department, is concerned with test practices and procedures in the approach to police traffic control in the smaller community. Freeways, major arterials, laterals and other features of a modern highway system have moved the smaller community into the mainstream of the nation's traffic. Attention is given to the evaluation of land transportation, showing that today's streets and highways pose a social problem of unusual dimensions.
