Abstract

Enforcement must be planned, certain, uniformly applied, impartial, palatable, announced and competence. These principles are shortly discussed. They are believed to be sound and have proven themselves useful. There is a negative tone about enforcement by itself, but enforcement wielded as an educational tool is a positive force.
