Abstract

Includes historical description of the policy development. Analysis of impacts in the following areas: motor vehicle fuel savings, impacts on households, safety aspects, social impacts, government revenues, economic aspects, and government costs. International experience with the 55-mph speed limit is described. Conclusions and recommendations on the policy, enforcement, and data requirements are presented.
