A disciplined approach by road agencies to post-evaluation of maintenance treatments is a valid strategy for improving asset management practice, particularly for road pavements including surfacings. Maintenance treatments are intended to have two main effects: an immediate improvement in asset condition (e.g. the effect of a resurfacing treatment on surface cracking); and slowing the rate of change of condition over time (e.g. the effect of a resurfacing treatment on roughness progression). Both effects of treatments are essential inputs to works effects modelling and life cycle costing analysis. Experience suggests that maintenance treatments do not always achieve the intended effects, and that road agencies generally carry out only minor formal post- evaluation of the effects of maintenance treatments (a).
