A study was conducted to gain information about the appearance and use of variable message signs (VMS) in Viking countries (Denmark, Finland, Norway, Sweden and the five northernmost states in Germany) and to use the information to enhance the harmonisation of VMS use in the region. Data were collected by a questionnaire sent to traffic signs in each country, a workshop and literature studies. The study covered the three main sign categories, which consisted of regulatory messages (speed limits and lane control), danger warning signs and informative signs. The most harmonised areas were colours and the use of symbols and pictograms in regulatory and danger warning signs. Targets for harmonisation were the development of systems reliability, the use and development of pictograms and the use of flashing lights. Details are given of issues to be considered for harmonisation in the short term and long term.
