Abstract

How then does one sort out and categorize the pieces of such an apparently complex field? Briefly, by way of introduction there are three principal parts of the problem. We term these the First, or Pre-crash Phase, the Second or Crash Phase, an d the Third, or Post-crash-Phase of highway safety. And corresponding to each of the contributing causes in each of these three phases, are the many specific counter measures that together can greatly reduce the end results of injury and death- our primary objective.
