Abstract

Bicycle ownership is increasing in Japan; rising from 29 million bicycles in 1970 to 58 million in 1986 there is a corresponding rise in bicycle accidents and the parking of bicycles near major rail road stations. In 1981 the Bicycle Law was introduced to promote safety and proper parking. There is still a promotion of bicycle usage, as bicycles are an extremely economic, no polluting, and convenient means of transportation.
