Abstract

The private sector has an important part to play in the development of Intelligent Transport Systems. Opportunities for public-private partnerships are opening up in many parts of the world. The private sector role includes partnerships on research and development projects, but increasingly is also covering fully commercial operation of ITS-based services, or private operation of public services under contract or franchise. This paper reviews some of the alternative organisational arrangements that have been tried and it discusses some key regulatory and contractual issues. Exclusivity issues which affect the degree of commercial risk are discussed and some general conclusions on good practice are offered.
