Privatization of transport infrastructure and operations in Mexico : has it been worthwhile ?

Abstract

Mexico was one of the first countries to embark on a large program of private participation in its infrastructure development. An ambitious program of private toll road development was started in 1989 and since then private participation has been sought in airline, telecommunications, port and railway services. Before starting on a second round of projects with private participation, a look at the successes and failures of the first round is being made, together with a comparison with privatisation models being used in other Latin American countries. This review has valuable lessons for other countries still deciding how best to mobilise the resources of the private sector in their infrastructure development. In this paper, likely conclusions of this review are presented. (A)
