Abstract

Highway safety is stressed as being a social issue and the problem of the abusive drinker in relation to highway crashes in the context of actual vehicle operation is examined. Examples of alcohol abuse associated with violence are quoted and discussed and the legal aspects of the pre-arrest alcohol test program are reviewed. Finally the pay-off reducing the end-results of damaged people and property are gone into.
