Abstract
Following a review of the characteristics of children in the age-group, a horizontal survey of the general problems of these children was undertaken. This was followed by a vertical look at individual risk factors and individual groups at risk. Finally, horizontal overview of solutions (services) was conducted, which permitted the emergence of such common principles in a given area as solutions at the school level, possibly including new service roles for a school health personnel, for use in relation to all risk factors.
