Abstract

A modern approach of monitoring and evaluating the state of traffic safety, to define the problems and measures of traffic safety and also evaluate the effects uses Road Safety Performance Indicators - SPIs. SPIs are any measure which is correlative with the number of accidents and / or the number of fatalities and injured people. The traditional approach that relied only on data on traffic accidents and consequences of those accidents is replaced with a modern approach which added monitoring of SPIs. The modern approach is a proactive, preventive, humane and overcomes some limitations of the traditional approach (sample size, a quick determination of the type and scope of the problems, easier identification of key road safety areas, countermeasures, etc.). Desired target values of the indicators can be crucial for directing traffic safety policy. The indicators can be seen as a performance assessment of the transportation system, which may not be based only on traffic accidents data. These are "intermediate outcomes" which fill the space between the road safety strategies, action plans and measures, on the one hand, and the final outcomes (traffic accidents, fatalities, injured persons), on the other hand. The use of SPIs should: improve the tracking performance of implemented measures and activities, split the traffic safety problem in certain areas, facilitate comparison between regions and / or countries, assist in defining potential to improve traffic safety, etc. Quality monitoring and analysis of SPIs should facilitate the establishment of a sustainable traffic safety management system. The Faculty of Transport and Traffic Engineering, upon request from the Road Traffic Safety Agency, conducted the first comprehensive survey of SPIs in Serbia and in the region (Belgrade, 2013). In this comprehensive study the most important scientific publications in this field and harmonized methodology for recording the most important indicators were presented, in field research was carried out. The results were systematized in the form of reports, including the SPIs mapping of the Serbia regions, and some of the results from this study are presented in the Proceedings. The Proceedings furthermore contain papers written by authors who initiate and develop at European and worldwide level, the theory and practice related to SPIs. Papers published in the Proceedings represent issues and lessons on SPIs. (Author/publisher)
