Abstract

The effective development, implementation, and evaluation of highway safety countermeasures to reduce the tragic losses is dependent upon adequate data concerning the basic elements contributing to cause and effect. Most countermeasures have been alone on drivers, vehicles and accidents. New actions should however provide a more useful program for data contribution to countermeasures.
