Abstract

The need is expressed for a review of the fundamental assumption on which all the programming techniques have been based. The essential ingredient in program development is flexibility. The shifting of the federal government involvement toward less federal control and more options at the state and local level is desirable. To be acceptable programs must flexibility and contain acceptable options. A discussion is added.
