Abstract

PROMETHEUS is a EUREKA research programme sponsored by the automobile industry. While the major objective is improving road safety another important aim is to explore the potential of advanced technology for reducing traffic congestion. This could be achieved by expanding network capacity or by managing traffic demand. The paper discusses the nature of congestion and techniques for managing it.
