Abstract

The traditional project eveluation methods seems to be especially inadequate when economic evaluation has to be done for low-traffic roads. This inadequacy is nothing but the reflection of the inadequacy of the underlying general equilibrium theory for dealing with development problems of developing countries. Another more simple and more direct method is proposed, which fits the national planning process- the effects method.
