Abstract

Mobility and infrastructure policies and the parking policy linked up with them can be said to be in a transitional phase. The firstphase, which nowadays is almost over, is called the technocratic one. It was the episode in which both politicians and technicians had the upper hand. The phase that is about to be reached today is partly technocratic and partly sociocratic. This is a phase in which the citizens have a strong hold, with technicians playing only a supporting role. This article treats the parking policy in these two phasesand deals with the ways in which the transition between them can beset about. The proposed transition implies two kinds of activities:the generation of experts: (1) at an individual level in order to reach a truly clear view on parking policies, and (2) at an organizational level to increase the learning capability of the local administration. Based upon these two activities, the article describes whatthe new process for the design and realization of parking measures could look like. (A).
