Abstract

This study is aimed to prioritize and to recommend the road improvement projects that are crucial for the economic development and to upgrade people's quality of life in the southern region of Lao P.D.R. To evaluate the road improvement project for roads with such low traffic volume in developing country, it is not adequate to apply conventional cost-benefit analysis which evaluates mainly traffic benefits. Because such method cannot grasp broader benefits in case that a great change of socioeconomic structure occurs by road improvement project. In order to achieve the objectives, the study developed a Comprehensive Multi-Criteria Analysis (MCA) approach which integrates economic evaluation of road investments using conventional cost-benefit analysis (CBA) with taking other elements such as socioeconomic impacts, environmental impacts, etc. into consideration.
