This paper describes the history of the Project Safety Review (PSR) process, and the formal framework, both organisational and procedural, that has been created in Land Transport Authority (LTA) for its implementation. This formal framework allows PSR to be fully integrated into the project lifecycle. PSR requires that safety submissions be prepared to demonstrate that acceptable levels of safety will be achieved. The number, timing and content of safety submissions depends on the nature and size of the project. A large component of each safety submission is normally an independent safety review of the project together with a response to the safety review from the project developer/designer. Safety reviews are largely conducted in accordance with international guidelines. The PSR process has been extended to include other road related projects, such as bus interchanges and pedestrian overhead bridges.
