The paper sets out a proposal for an international programme of Quantified Risk Assessment studies relating to the transport of dangerous goods through road tunnels as a first step in the possible eventual harmonisation of the restrictions on the passage of such traffic through those tunnels. The proposed framework for the research effort and the possible application of the results are described in some detail and the paper also gives a resume of the background to the proposal which has been developed from an idea put by the authors to the O.E.C.D. Seminar on Tunnel Management: Economics, Environment, Safety held in Lugano, Switzerland in November 1990 (IRRD 837251). (A)
