Abstract

A hierarchic freeway control system was proposed which initially would utilize a fixed control strategy and which could be upgraded through various levels of responsive control. During the development each earlier stage could become an integral part of later stages and an authority could use the control system at a selected point in the development according to the local requirements. A research review and bibliography is included.
