Proposed strategy for public hearings.

Abstract

Public hearings in conjunction with highway location were conducted primarily to inform the public of proposed projects. Today they are geared more toward two-way communication, yet the techniques of publicising, conducting, and responding to hearings have scarcely changed. Specific numbered recommendations are given for overcoming inadequacies of present practice in the prehearing, hearing and posthearing phases.
