The first edition of Japanese ITS system architecture was completed in November 1999. Paralleling this draft of Road Communication Standards (RCS) based on this system architecture have been developed since 1998. RCS have been developed to be applicable to 20 systems that may be procured by road administrators by FY2002 and protocol standard takes the role of message transfer function in RCS. Operability and connectivity was achieved by separating the protocols into two sets, the lower set and upper set, and regulating the combination between them.
