This report describes the functional design of the Prototype Decision Support System (PDSS). The PDSS must be able to be used as a starting point for (1) orientation purposes and (2) for a substantive and focused discussion on support for the traffic operator and the role that a decision support system can play in this context. The objective of the PDSS is to determine how decision support for traffic operators can be used within the context of traffic control, subsequently using this as a basis to determine and stipulate the functionalities of such a decision support system. The PDSS is used as a tool to determine these functionalities. PDSS users are regional traffic managers. After all, they play a significant role in the development of the (functionalities) tools that are available to traffic operators. The desired decision supporting functionalities are stipulated in close consultation with the traffic operators, who will be the end users of such a Decision Support System. Since the PDSS that is to be built on the basis of the functional design will serve as an aid during the discussion and idea development: (i) the functional design concerns a prototype: the PDSS serves to determine the ultimate role and the functionalities of such a system; and (ii) the functional design concerns a mock-up: the PDSS does not have to be an operational system, but need only simulate such a system.
