Abstract

Traffic congestion is a major urban transportation problem. This paper presents a review of public transport performance measures related to road traffic congestion relief. It provides alternative definitions of traffic congestion. It then describes the factors affecting congestion. Measurement of congestion in terms of time, volume, delay, level of service and indices are examined. The perspectives for public transport performance measurement are discussed and the categories for performance measurement are presented. The existing congestion related public transport performance measures are explored. The situation where public can be a cause of congestion is examined. The evidence of delay benefits calculated using the what if public transport riders were in the general traffic flow case is presented.
