Abstract

The aim of this paper is to analyze those financial and juridical aspects which enable different financial partnerships to develop and to identify the most useful types of partnership. In France, the financing of transport is mainly by taxes. Now, however, because there is a crisis in public funding, and growing political disinclination to increase taxes to pay for urban transport services, other means of financing have to be found. The paper examines the various possible means of financing public transport and highway infrastructure, including contributions made by users of the particular transport mode. The study consists of a number of surveys carried out among those organizations that are likely to supply financing. In-depth case studies are also provided. The abstract only is published in the conference proceedings.
