Abstract

This report contains the SWOV Institute for Road Safety Research recommendation on the traffic safety effects of both a point demerit system and a temporary driving licence. This recommendation is based on the results of social science, and is worked out for the Netherlands. The SWOV supports the Dutch Interdepartmental Point Demerit System and Temporary Driving Licence Working Group's (PVR) recommendation to introduce a temporary driving licence for novice drivers, regardless of their age. The underlying reason for this is, that the continuation of the drivers' learning period after passing the driving examination, will be ensured. The SWOV also supports the PVR opinion that a point demerit system should not be introduced. This is explained as follows. It is not sure whether the point demerit system's effectiveness in preventing dangerous traffic offences will be permanent, provided that the police enforcement level is constant.
