Abstract

The arguments of this memorandum depend on two basic propositions: (1) that we should sustain activities whose benefits exceed their costs; and (2) that we should seek to reduce, or perhaps eliminate entirely, activities that impose net external costs on one or more groups of our society even when, in the aggregate, net benefits (to include both internal and external benefits and costs) can be demonstrated.
