Abstract

This paper discusses briefly the way in which benefits and costs arise from different safety actions, and notes market behavior and differential impacts of various forms of governmental intervention. Further, this Memorandum attempts to interrelate the content of the other Memorandums and to place the entire traffic safety problem in context, from the point of view of the public's interest.
